Fisher choose speed over amor, where Tirpitz choose amor over speed. When the navies did battle at Dogger Bank and Jutland it was Tirpitz's amor that proved more viable. Why is it then that the German commanders feared the British so much?

Well I don't know that fear is the right way of putting it but yes, they did spend the war bottled up at the bottom end of the North Sea. Put simply they they were outnumbered and outgunned, the RN had also opted for firepower. Ok German gunnery was superior in the initial stages of Jutland but in any final analysis Scheer had to retire because he was outgunned and for that matter out maneuvered while daylight lasted. Thats not to say the RN performance was good. It wasn't in any number of ways, but that just serves to demonstrate the advantage the RN held.

I agree with you that they were outnumbered but definitely not outgunned. It’s true that the British had a few ships with 15inch guns but the majority of the dreadnaughts in the engagement were equipped with 12inch guns.
The German ship design was compartmentalized so that damaged and flooded stations could be sealed off thus saving the ship. The Germans also had a state of the art fire control system for tracking and successfully hitting enemy ships.
The British, although showing a fast fleet, were lacking in defensive measures during ship design. During the battle the Battle Cruiser Queen Mary, and other ships, showed a weakness in the protection of their magazines (the ship's arsenal). A few German shells penetrated the magazine and caused the Queen Mary to explode and sink within seconds. The British also overlooked deck amour another sacrifice for speed that would cost lives.
In the End the British lost more ships, more men, and had less accuracy.
So why did the German not press their breakout plot?
